I upgraded my internet account package yesterday due to increased demand (ahem). They sent me an email saying "Thanks, that will be $19 admin fee."
So I emailed back;

Thank you for your email. Checking your account details on the iiNet system confirms that no such 'downgrade fee' was applied to your account at the time you applied for the new service, and as such the $19 does not apply to your account.
The email you have received may have been in error, and the line in regards to a downgrade fee can be disregarded.
